The daily discharge of radiation from the damaged nuclear reactors at Fukushima, Japan, is already an international disaster surpassing Chernobyl. Reactors 1-4 are compromised and if there is a M6 earthquake the vulnerable facilities could catch fire, or there could be an explosion releasing radioactive Cesium 134/137, Strontium 90 and nano "hot" plutonium into the atmosphere near to Tokyo. What can be done to prevent this new catastrophe? Julian Gresser is active in developing an effective global emergency response. He will provide insight into the core engineering challenges, the premises and thinking underlying the Japanese government’s response, including the recently enacted State Secrets Protection Law and its implications for U.S./Japanese foreign policy, the new frontier and potential of online collaborative innovation, and the deep moral, ethical, and spiritual questions presented by this unfolding tragedy. 

Julian Gresser was twice Visiting Mitsubishi Professor at the Harvard Law School(1976-77, 1979)and also a visiting professor at MIT, Beijing University, and Doshisha University in Japan. He has been a senior advisor to the U.S. State Department, the Prime Minister’s Office of Japan, and many international companies. His book Environmental Law in Japan (MIT Press 1981) remains the basic treatise in the field. His just published work, Piloting Through Chaosun - The Explorer’s Mind (August 2013) is the world’s first “smart” interactive book. It anticipates Fukushima.
